The developer & the project

The property is owned by the Mexican Company called Grupo Inversiones Loreto, S. de R.L. de C.V. Loreto Partners Holdings of Nevada and Arizona owns 99% of Grupo Inversiones Loreto. The property is owned with a free and clear title and no debt.

LPH’s manager is PDI (Pinnacle Diversified Investments) which is a partnership between Scottsdale based Pinnacle Diversified, California based Alterra Development and Joe Spano and is led by accomplished resort and community developers as well as residential builders with a long history of successful real estate experience in the USA, Mexico and abroad. Santiago Carral is now a partner, co-developer and CEO of the property ownership.

Yes, the project will be built in 2 phases. Phase 1 will be lots 1-5, 12-17, 25-30. In addition, all the streets, infrastructure, and common areas such as: Beach Club, Bar and grill, Game Room, Owner’s Lounge, indoor and outdoor dining, staff offices, dog park, Fitness Center, Pool, cabanas and Jacuzzi

Yes, the Project was designed to have a minimal impact on its surroundings. Some of the key features that were implemented to achieve this are:

  • It will be required to choose from two landscape options which will be low water consumption, utilizing endemic species and restricting ground cover to decomposed granite and/or artificial turf only.
  • All plumbing fixtures will be required to be low water use
  • Electrical fixtures will be required to be LED only
  • All appliances and AC units will be required to be high efficiency
  • Garbage will be separated for recycling, composting and trash
  • Communal compost room for owners to utilize for their vegetable gardens.

Buying at ALTA BAJA

Foreigners can and regularly do own property in Mexico. Because Alta Baja lies within the coastal restricted zone (within 50 km of the shoreline), foreign buyers take title through a Mexican bank trust called a fideicomiso, or in some cases through a Mexican corporation. Both convey full ownership rights to use, rent, improve, sell, or pass on the property. The Alta Baja team will guide you through every step, from reservation and purchase agreement to closing before a Mexican notary public (notario), and can connect you with bilingual legal and escrow professionals.

Yes. Because Alta Baja is beachfront and sits within the coastal restricted zone, foreign buyers typically hold title through a fideicomiso, a renewable bank trust in which a Mexican bank serves as trustee and you are the beneficiary. The trust grants you every right of ownership: you can live in, rent, renovate, sell, or bequeath your property. Fideicomisos are granted for 50-year terms and are renewable indefinitely. Buyers purchasing through a Mexican corporation may hold title directly. We will help you choose the structure that best fits your situation. On average, setting up a fideicomiso in Mexico costs approximately $2,500 USD.

Closing costs in Mexico are customarily paid by the buyer and typically include the notary (notario) fee, the acquisition tax, and public registry fees, and are estimated at approximately 4% to 5% of the purchase price.

Once Phase 1 infrastructure and common areas have been built out, we expect third-party financing options to become available in Phase 2.

Annual property tax in Mexico, known as predial, is generally very low compared with the United States and Canada and is calculated on the assessed value of the property. At Alta Baja, predial is estimated at approximately $350 to $550 USD per year, depending on whether the property is a condo or a home.

Annual property insurance is estimated at approximately $500 to $1,500 USD per year, depending on property value.

There will be two payment plan options that depend on construction progress and timing. Early Signers and Later signers with the different payment plans shown below.

12-month plan:

20% at signing → 6 installments tied to construction milestones

6-month plan:

50% at signing → 4 installments, mid-construction buyers

Houses and Condos can be sold eighteen months after they have been completed, delivered and signed off by owner. In addition, all payments have been made, nothing is owed and HOA fees are current.


Home, lots & customization

Alta Baja offers 2, 3 & 4 bedroom condo plans and 3, 4, & 5 bedroom home plans as well as 2 to 3 finishes to fit your individual needs. Houses include high quality finishes and kitchen cabinets, marble or quartz kitchens and travertine/stone bathroom floors, stainless steel appliances, car and golf cart garages, 10 ft. to 11ft. interior ceilings in many areas, and interior stairs to a second Floor Terrace and/or bedroom(s) with water views of the Sea of Cortes. Condos will have 10ft ceiling heights. All models will have optional upgrades including hot tubs, sliding doors, built-in grills, and outdoor bars. Alta Baja reserves the right to modify square footage, dimensions, and specifications, provided the overall design and character of the units are preserved.

Beachfront homes will have water views from the main level with no enclosed areas on the second floor terraces. The development has been designed where all 2nd level structures have been strategically placed (clustered) to provide as wide a sea view as possible for all rows behind the beachfront homes.

Changes to the floor plan are not allowed, however minor changes can be made to interior areas like kitchens and living rooms, bar/desk area, subject to approval by the Developer. A charge for architectural work for any design change of $10,000 USD will be charged.

Yes, there are Design Rules and Guidelines as to landscaping, setbacks, view corridors, massing, exterior house colors, elevations and more. They are available upon request.

We can introduce you to Interior Designers to assist you with your furniture package. Alternatively, we can assist with freight forwarding and shipping should you choose to buy your furniture in the USA, Cabo or Guadalajara. Furniture packages will range from $45,000 to $65,000 USD (depending on # of bedrooms) and will include soft goods. For those who choose to place their unit into the developer run rental program, we will provide 1 to 2 choices for a furniture package.

All units will have propane gas provided through underground gas lines running from gas tanks located on the north end of the property to each house.


Construction

The first 6 homes will begin within 3 to 4 months after the start of Phase 1 infrastructure which is estimated to begin in late 2026.

Building a home will take approximately 12 months from construction commencement, depending upon the size of homes and finishes chosen. For condo buildings, we estimate 12-14 months from construction commencement.

The General Contractor is a group we have worked with many times on similar-scale hospitality and condo projects throughout Mexico. Over the course of these projects, we have built a strong, proven track record of working together successfully. They bring the knowledge and capacity required to complete a development of this size and scale.

No, owners will work directly with the development team, who will be responsible for contractors and subcontractors.

To ensure the highest quality and uphold the standards of Alta Baja, we will manage all construction within the project. Outside contractors are not permitted to build individual homes. This approach allows us to maintain strict quality control, adhere to project timelines, and prevent cost overruns.

Each home comes with a one-year limited warranty covering construction defects. All appliances and equipment carry their respective manufacturers’ warranties.


Amenities & recreation

Our property offers an extensive selection of amenities and recreational activities to ensure a fun and relaxing experience for all guests. From outdoor play areas and pools to a fully equipped fitness center and game room, there’s something for everyone to enjoy. Water sports rentals and beach volleyball further enhance the options available, catering to both relaxation and adventure seekers. Some of these amenities are:

  • A 50 feet beachfront pool accessible only to owners and their guests
  • Fitness Center equipped with a full range of cardio machines, free weights, and strength-training equipment.
  • A Sea Rental Shop provides snorkeling gear, paddleboards, and kayaks for those who prefer not to bring their own equipment.
  • A beach volleyball net will be set up for casual games on the beach
  • Theater with 18 reclining chairs and a 120” screen
  • Children's Play Area: A dedicated space with activities for kids.
  • Dog Park: A secure area with activities for pets.
  • Game Room Accessible to owners, their accompanied guests and Alta Baja renters only. Features include card tables, big-screen TVs, a pool table, tabletop shuffleboard, foosball, darts, and ping pong.

The Beach Club is comprised of an 8,000 sq. ft. two story building, with a pool and deck looking out to the sea just off the beach. There is an 18-seat luxury theater, game room, lounge and bar. On the ground level there is a fitness center, kitchen, indoor-outdoor restaurant and bar, arrival reception, waiting lounge area, a bell desk, rental and management office, and bathrooms.

The Beach Club will have food and beverage services at regular times in the restaurant bar and the pool bar and grill. Staff to assist with renting kayaks & paddleboards, pool-towel service, game room and owner’s lounge. Assistance with property management, the home rental program, maintenance and cleaning services as well as other concierge services.

The fitness facility will include a 1,500 sq ft. fitness center with cardio and strength training equipment (see equipment on web site), a jacuzzi right off the beach, lounge chairs and private cabanas, a trellis covered dining area and a 33’ x 50’ pool.

Yes, the fitness center will be exclusive to unit owners as soon as they start construction of their home. Owners’ guests staying at the property and their renters will be able to use the fitness center at no additional costs but must register upon arrival.

There will be a rental center at the beachclub that will have paddle boards and sea kayaks for the owners, owner’s guests and renters to use.

Alta Baja will have a fractional boat sharing offer. The option will be for one to two fishing boats, depending on the level of interest. A 32’ to 36’ fishing boat will be purchased for $500,000 to $600,000 each. Twenty (20) shares will be sold for each boat providing at least 14 days of use per share. Multiple shares may be available to each buyer. Each boat will be running for approximately 40 weeks with a permanent crew of 2-3 all year round. Annual maintenance and crew salaries will be determined and shared by the owners. The exact structure will be secured with professional advice and voted on by those who are interested in this amenity.

There will be a 3,500 sq. ft. area dedicated to children’s activities and playground.

Alta Baja is a dog friendly community, however, certain breeds that are known to display aggressive behavior will not be permitted. Dogs must be on a leash at all times and will be allowed in some public areas. Owners must pick up after their pets and control their dogs. A 3,500 sq. ft. outdoor dog park with obstacle courses and water will be built inside the community.


HOA, Rentals & Property Management

The initial monthly HOA dues are in the range of $300 to $500 USD/month for non-beachfront homes and condominiums (depending on number of bedrooms) and under $700 USD/month for beachfront homes (2026 estimates). The HOA includes daily 24 hour, 7 days/week security as well as front yard and common area landscaping, street maintenance & exterior and common area lighting, and trash pickup at your home. It includes access to the Beach Club facilities including fitness center, pool complex/pool bar and grill, game room and lounge, beach chairs. Maintenance of the kids’ park and dog park.

The food and beverage component will be operated by the developer’s entity through a partnership/concession with a chef/owner operator. Food and beverage will not be part of the HOA dues. Utilities, cleaning and maintenance costs of the Beach Club building will be shared, with minor effect on the overall HOA dues.

There will be Property Management Services to take care of the maintenance of the home, jacuzzi and gardens, as well as Concierge services for the owners, including paying utility costs, taxes, property taxes, etc. These will comprise of a basic monthly fee and optional services, like bill paying, cleaning, storm preparation, etc.

There will be an established and professionally operated Rental Program at the Alta Baja community. We anticipate that a 3 or 4-bedroom house on Rows 2 and 3 will rent for $350 to $950 USD/night, depending on the number of bedrooms, time of year and day of the week. Condos will rent for similar amounts depending on what floor the unit is on. Five bedroom Beachfront homes and 4 bedroom penthouse condos will achieve much higher rates especially on weekends and in season.

Community Infrastructure & Services

Yes, there will be a nine-foot-high privacy wall on the north, west and south side of the property. There will also be a service and staff access on the north side of the property for construction and service vehicles. Employees will also check in and out at that gate.

Yes, each home will have its own garage for one vehicle and golf cart. There will be visitor parking near the Beach Club complex, where there will be golf cart parking. Structured car parking in each condo building will be 1 space per condo unit, as well as golf cart and storage will be available at a cost TBD. In addition, there will be a total of 40 detached garages for sale along the west wall of the property. Also, there will be ample visitor parking between the condo buildings and third row of homes.

You can leave cars in your attached garage for the homes, in the structured parking for the condos or in the detached garages offered separately for sale.

Depending upon the size of your boat, you can either buy a garage inside Alta Baja, store it at the Car Storage facilities near the Airport or for bigger boats or yachts, at Puerto Escondido Marina.

Standard streets are paved and are 21’-6” and sidewalks are 4’ on each side of the street

Main Blvd is 6’-5” sidewalk + 20’ street + 8’ central landscape strip + 20’ street + 6’-5” sidewalk

Yes, there will be a cistern for beachclub, pool and food and beverage outlets. As well as all homes and condos.

Yes, Alta Baja will have a secured package room for all owners at the north entry gate. Packages will be delivered at the end of each day to each homeowner.

The project will have Fiber Optic conduits running to each house and condo building. Owners are responsible for contracting directly with the provider and for the cost of installation to their home or condo. Starlink is also available for each unit. Finally, Alta Baja will have wireless access points in all common areas.

Yes, Alta Baja’s common areas were designed for wheelchair accessibility. In addition, the houses and condos will be accessible by wheelchair. If an owner would like a house or condo to be fully ADA compliant, it can be requested at an additional cost.

No, you will not be permitted to wash your car or vehicle in your driveway or in front of your house, however, Alta Baja will be providing a community car wash area at the north end of the property where owners can take their car and have it washed for a small fee in the designated area.
